With the purpose of improving the driving skills and awareness of road users, Circular 38 adds many new regulations to tighten the training, testing, and driving licenses.
Students must attend all class hours to take the test
According to Circular 38, from May 1, 2020, training institutions must install monitoring equipment for theoretical learning time. Students will be supervised the study of theory with fingerprints or facial recognition to ensure that students learn full time training. If they do not participate fully, they will not be allowed to take the test.
The circular also stipulates that training institutions must install time-based and distance learning devices to monitor the learners' driving distance. In addition to ensuring the study time of students, this supervision also avoids the situation of schooling and examination.
Circular 38 has many new points in the direction of changing training and testing methods. The most notable is the addition of 2 subjects: Case handling on simulation software and driving practice on the cabin.
The learning process on the cabin will simulate traffic accidents with particularly serious consequences on the software, students will be treated situations to have skills to avoid unfortunate accidents. The time to study with the simulator is 3 hours before practicing on the road.

Examination methods have also changed. Previously, students had to go through 3 content tests: Theory, on the screen and on the road. According to Circular 38, the new examination procedure will be: Theory, simulation, on the sa, on the road.
Thus, the problem-solving course on simulation software plays an important role in the examination. If you do not pass the test with simulated equipment, students will not be tested on cars. The training with simulation equipment is conducted from 1/1/2021 and the testing content on the simulation software is from 1/5/2021.
For the purpose of improving the quality of a driver's license, the number of theoretical questions in the set increases from 450 to 600 questions. Of which there are 100 paralysis questions, just answer one question incorrectly, students will fail. Each question still has 30 sentences, the contestant wrong answer 5 questions is failed.
One of the most popular points of change is tuition. After Circular 38 was issued, information about increasing driving fees was spread across social networking sites. Most of the information said that the price of driving cars will increase 2-3 times, up to 30 million.
In fact, Circular 38 does not provide for new tuition fees. Currently, the financial management of motor vehicle road training and training is prescribed in Joint Circular 72/2011 / TTLT-BTC-BGTVT.
According to this Circular, automobile driving school tuition is set and decided by motorized driving training institutions based on many factors such as driver training facilities, training programs, professional standards. teacher's staff, fuel consumption norms, financial spending regime ... The State does not intervene or stipulate this tuition level but only has to inspect and inspect.
The increase in driving fees for cars from 2020 is entirely valid when Circular 38 is issued. The increase in tuition fees comes from the additional costs of installing surveillance equipment (cameras, fingerprint scanners), adding learning content ...
However, the information that driving school fees increase 2-3 times, up to 30 million is unfounded. According to Zing.vn, most of the driving schools still keep the old tuition fees.
At Vocational College No. 7, the cost of driving a B1 car class is 9.7 million VND, B2 class is 6.2-8.2 million VND, depending on the type of practical car. At TP. In Soc Trang, the fee for B2 class driving is still VND 6 million. Car training and testing centers in Ho Chi Minh City Can Tho has a tuition fee of VND 5.9-8.8 million for courses starting in May 2020.
Besides, a few new points are stipulated in Circular 38 such as adding a separate QR code for each driver license from 1/6/2020. QR code will avoid the problem of buying a license and granting a fake license.
